IV class carriage No. 827

<space=1em><b>For settlers</b>

<space=1em>The construction of the Trans-Siberian Railway at the end of the <nobr>19th century</nobr> required the creation of a new type of passenger carriages designed to transport passengers over long distances along with a large amount of luggage, while providing only a minimal level of comfort.

<space=1em>The problem could not be solved by simply adapting freight cars to passenger transportation. In the last years of the <nobr>19th century</nobr>, the development of carriages specifically for transporting troops and settlers began, and with the onset of the <nobr>20th century —</nobr> their mass production.

<space=1em>Despite the low level of comfort, <nobr>class IV</nobr> carriages became widespread due to the fact that the cost of tickets was significantly lower than in <nobr>class III</nobr>.

<space=1em><b>Museum exhibit</b>

<space=1em>The car was built at the Phoenix Joint-Stock Company plant in Riga in 1899 or <nobr>1900</nobr> and belonged to the early version of cars used for mass transportation of settlers and military personnel. Later it was significantly redesigned.

<space=1em>By <nobr>August 30</nobr> <nobr>1962</nobr> (completion of repairs at the Tbilisi Steam Locomotive and Carriage Repair Plant) it was in the inventory of the Kuibyshev Railway under <nobr>No. 1247</nobr>. Then it was transferred to the Experimental Track Machine Station <nobr>No. 1</nobr> (Reshetnikovo) of the October Railway.

<space=1em>In <nobr>1987</nobr> it underwent repairs on the October Railway and was included in the train that participated in the celebration of the <nobr>150th anniversary</nobr> of the USSR railways. It was used in <nobr>1989</nobr> for an exhibition at <nobr>Shcherbinka station</nobr>.

<space=1em>The car was delivered to the museum from the passenger car reserve base at <nobr>St. Manushkino</nobr> in the mid-1990s.</nobr> Restored during repairs carried out by <nobr>OOO "ARS-M"</nobr> in <nobr>2015–2016.</nobr>

<space=1em>Due to insufficient information about the original design of this car, its body is made according to the model of normal cars <nobr>IV class</nobr> <nobr>1901.</nobr> The paintwork matches the design of the body.

Хронология:  <space=1em>The resettlement movement arose at the end of the 19th century and began to develop spontaneously. When the resettlement program was adopted and began to be implemented in 1894, it was assumed that there would be about 100,000 settlers. But from 1894 to 1909, over 4 million settlers passed through Chelyabinsk. <space=1em>Transportation was carried out at discounted rates in special trains. Travel in special resettlement trains was 3-4 times cheaper than in third- and fourth-class passenger train cars. Reduced rates also applied to the resettlers' baggage and livestock. Sick people and children received free meals along the way. Outpatient and hospital care was provided free of charge by the medical personnel of the relevant railways. <space=1em>In order to transport settlers, the Administration of State Railways began to develop new types of passenger cars in the late 1890s. These cars were dual-purpose and could be used to transport troops. A normal freight car had internal equipment for installing bunks and a heating stove for transporting soldiers (40 people). But the car did not have insulated walls, and therefore, to transport people, it was additionally lined with wood on the outside with felt or cork insulation between the walls. That is, it was a warm car, or "teplushka". The car could accommodate up to 26 people. But this was a temporary solution. <space=1em>The first type of car for settlers was a passenger car with a wheelbase of 5,000 mm and a frame length of 10,000 mm, which could accommodate 40 passengers. The cars were cramped, and the corridors were narrow. It was inconvenient to move luggage in them, and children from settler families could not run and play. The lack of space determined the further development of this type of car. <space=1em>In 1901, to ensure a smoother ride, the car's wheelbase was increased to 5,500 mm and the vestibules were widened. The length of the car frame increased to 10,370 mm. These cars were built by many car-building plants until 1908. <space=1em>The car on display was built at the Dvigatel plant in Revel (now Tallinn) in 1899 or 1900 to transport military personnel and migrants. During repairs, it was decided to restore it using the drawings of the 1901 model of Class IV migrant cars. <space=1em>In 1987, the car was repaired on the October Railway and was included in the train that took part in the celebration of the 150th anniversary of the USSR railways. It was exhibited in 1989 at the railway exhibition at Shcherbinka station. <space=1em>The car was delivered to the museum from the passenger car reserve base at Manushkino station in the mid-1990s. It was then restored during repair work carried out by ARS-M LLC in 2015–2016. Little is known about the original design of this car, so its body is based on the model of normal Class IV cars, developed in 1901. The paintwork matches the body design.
